He immediately called a US-based company to create a product that could block the cell
phones from ringing temporarily at least in areas meant to be "silent zones".
This, perhaps, was
to be the genesis of the device meant to jam or confuse the cell phone signals in to
"believing" that the transmission is unavailable.
India's Society for Applied Microwave Electronics Engineering and Research or SAMEER -
the Center for Electromagnetic, based at Chennai in TamilNadu has developed a low-cost
electronic device to prevent the operation of cell phones in designated areas. Such areas
could be hospitals, swank restaurants, conference rooms etc. SAMEER is a part of Union
Ministry of Information Technology, Government of India, mainly an R and D organization.

Cellular Phones continuously communicate with cellular base stations over the signaling
control channels. Various cellular protocols enable a skilled technician to remotely
activate a specific cellular phone as bugging device and listen to conversations taking
place in vicinity of the cellular phone's microphone.
Functions
The Cell Phone Deactivator transmits low power radio signals that cut-off communications
between cellular phones and cellular base stations. It does not interfere with any
communications other than cellular within the defined regulated zone. Upon switching ON
the Deactivator, all idle phones indicate "NO SERVICE" or "NO SIGNAL".
Consequently, all cellular phone calls already in progress, within the defined control
area, will be cut-off. Incoming calls are blocked as if the cellular hand phone is OFF.
When the Deactivator is turned OFF, all cellular hand phones will automatically
